I played with it and is this right? LOL If I pay 16.12 USD you get 7.95 GBP sorry this makes no sense, I just want you to have 20. USD. Is this enough to get help with figuring out my problem?

20USD is fine. Paypal will just convert the money into my own currency, so no problems.

I use paypal all the time and this is the first time it is asking me to put in the amount as GBP not USD

Thats because I have it set as GBP. Just use the conversion site to get the conversion and enter the amount for GBP. That will be fine. As you have a USD account, paypal will do the conversion automatically.
