I am using ipage.com and ftp software how do I put a folder outside of the webroot I dont understand how to do this, inside ipage editor or my cuteftp program it wont allow me to do this or I cant figure it out

The web root is any directory lower than the public html folder. If you cannot access the link in a browser its outside.
For example, lets say you upload your files to 'public_html'. Any files here would be accessible in a browser. So, you go one directory lower than that.
Some hosts don`t allow you to store files outside of the root.
